Memorandum of Understanding and Cooperation signed between UEMS and the Medical Chamber of Montenegro

26.10.2026.

The Medical Chamber of Montenegro and the European Union of Medical Specialists (UEMS) signed a Memorandum of Understanding and Cooperation in Brussels on 17 October 2026, aimed at improving specialist training, further professional training and the continuing professional development of doctors.

The Memorandum was signed on behalf of the Medical Chamber of Montenegro by Dr Žanka Cerović, President of the Chamber. In addition to President Cerović, the Chamber's delegation included Dr Mileta Golubović. The Memorandum provides a basis for cooperation in developing and implementing European standards of medical education, with the aim of improving the quality of specialist practice and healthcare in Montenegro.

Cooperation covers the following areas:

  • aligning specialist and subspecialist training programmes, including educational objectives, the duration and content of training, practical competencies and learning outcomes;
  • improving the assessment of acquired knowledge and skills, with clear and transparent criteria for specialist and subspecialist examinations;
  • ensuring more consistent application of standards across all institutions involved in the education and professional training of doctors;
  • developing continuing medical education and professional development in line with advances in modern medicine;
  • creating opportunities for further professional training at European centres, particularly in fields where Montenegro lacks sufficient capacity, experience or appropriate equipment.

The European Union of Medical Specialists (UEMS) is an international non-profit professional organisation founded in Brussels in 1958 to improve the quality of specialist medical practice and healthcare in Europe. Its founders were representatives of the six countries that were then members of the European Economic Community: Belgium, France, Germany, Italy, Luxembourg and the Netherlands. Today, UEMS brings together 42 national organisations representing medical specialists and advocates for the professional interests of more than 1.7 million specialists. The organisation develops European standards for specialist training, supports continuing medical education and professional development, and promotes the exchange of knowledge and experience between national professional organisations.
